Matthew has managed the NYLI MacKay Arizona Muni Fund, NYLI MacKay Colorado Muni Fund, NYLI MacKay Oregon Muni Fund, NYLI MacKay Strategic Municipal Allocation Fund and NYLI MacKay Utah Muni Fund since July 2024. He is a Director, Portfolio Manager and Trader for MacKay Municipal Managers. His primary focus is the investment-grade component of the market. He joined MacKay Shields in 2024.

Previously, Matthew was a senior underwriter and institutional trader at Citigroup from 2018 to 2024 and Bank of America Merrill Lynch from 2011 to 2018. Prior to his municipal career, Matthew served on active duty in the United States Navy. He held various operations linked positions and ultimately was honorably discharged after achieving the rank of Lieutenant.

Matthew earned a BS in Economics from the United States Naval Academy and an MBA from the University of Maryland Business School. He has worked in the financial services industry since 2011.
