Sam is currently a vice president at Plenary Americas, a leading public-private partnership (P3) development and investment firm that manages a portfolio of nearly 60 projects valued at over $30 billion. Sam is a member of Plenary’s Project Structuring & Investment Group and has successfully closed nearly $3 billion of P3 projects throughout his 11-year career at Plenary, utilizing both public debt and private credit to finance a variety of transportation and social infrastructure assets. Prior to joining Plenary, Sam was a member of Goldman Sachs’ Public Sector Infrastructure Group.
