Todd Russ serves as the 20 th Treasurer for the State of Oklahoma. After sweeping all 77 counties and earning 65 percent of the statewide vote, he began his first four-year term in 2023.

Treasurer Russ, guided by conservative values, serves on ten boards covering a variety of subjects, spanning investment of public funds, debt management, and statewide infrastructure projects. Treasurer Russ is a national voice on strengthening local efforts to refocus public finance. He uses sound fiscal principles to promote economic opportunities while adhering to the highest professional and ethical standards. To him, transparency is trust.

A devoted public servant, Russ previously represented Oklahoma’s 55 th House District for six consecutive terms (2010-2022). He served as Chairman of the Appropriations and Budget Subcommittee on Transportation and navigated the contentious teacher walk-out as Chairman of the Appropriations and Budget Subcommittee on Education. He was also a member of House Leadership and authored a bill to protect the sanctity of life by requiring the detection of a fetal heartbeat. That bill was signed into law with overwhelming support (80-19).

Todd Russ served as President & CEO of the Washita State Bank in Burns Flat, Oklahoma (pop. 2K) and achieved the distinction of being rated as one of the top performing banks in the nation. He does management consulting with banks and businesses. He has sat on the Board of Directors of the Oklahoma Bankers Association and served as Chairman of the OBA Small Bank Council.

Todd and his wife Khristy have lived happily in Cordell for the past 41 years and enjoy time with their three children and five grandchildren.
